Japanese Jerky

I saw in a japanese video were two Jackys were fighting and one of them had his first player outfit with no turtleneck on. Is this only in the japanese version or a previous version or what because I have no idea how to get it? I thought it might be one of his coordinates but its not, there just different color combos.

 

If he wasn't wearing a turtleneck then was he just wearing a tank top? Or was he wearing a regular crew neck T-shirt?
