Normal Hit vs Neutral Hit

This is probably a silly question but I've been wondering for years and never asked....what is the difference between neutral hit and normal hit (as shown in the training mode for as long as I can remember)?

Of course counter hit is self explanitory and I'm familiar with major and minor counters etc...however, I never understood what sega meant by neutral hit vs normal hit. Seems the same but I assume I am overlooking something.

 

Neutral means the computer won't follow you around the ring. That is all. Hits are still normal.

 

Wow, that's it? And this is what I couldn't figure out for years because i assumed it was an attack reaction or property =/

with some characters, like jacky, vanessa and dural; if you throw a punch they will catch your punch, since they are in the "neutral" status plus what tricky said
