Rising Attacks

If u look at the command list of any character, they all have rising attacks.... What are rising attacks? And how do I use it?
Sorry~ Im a newb player so I dont know too much about VF4 Evo.

Dave, rising attack are moves executed while your character is getting up from the ground in other way than techrolling or quick rising (u/d+P+K+G or P+K+G before the fall). The note in the brackets denotates position of the character and the way of standing up.
Some attacks also have a note "while standing" (WS), which is sometimes reffered to as "rising" (e.g. Aoi's "rising P+K"). These actually require the character to be rising up from a crouching position and not getting up from the floor.
