Character designs are better in SF3, amount of frames in the animations are higher so the animations look a lot better. Backgrounds look better......
^ still looks like crap in real time, SF3 looks better and that's like 10 or 12 years old now.
I think you'd need some serious experience at this kind of stuff to be able to pull that off.
