Well, if I remember correctly, it requires /forums/images/%%GRAEMLIN_URL%%/f.gif/forums/images/%%GRAEMLIN_URL%%/k.gif to connect on an opponent who is doing a rising kick. The knee needs to connect on it's second (?!) frame, or something, making Basara guaranteed.

I've never been able to replicate it though (then again I haven't been in an official dojo session with Goh in 7 months).

/forums/images/%%GRAEMLIN_URL%%/f.gif /forums/images/%%GRAEMLIN_URL%%/k.gif having 3 act frames and giving +19 on counter you need to at last connect with one of the last 2 frames to allow basara (20 frames exe) to connect.
Forget about doing it at point blank range during a fight, the only way to make it work that I know of is either crushing a rising attack trying to purposely input the /forums/images/%%GRAEMLIN_URL%%/f.gif /forums/images/%%GRAEMLIN_URL%%/k.gif early, or connect it at maximum range with a bit of luck (very unreliayable).
The first option is the only real application, but still crusing the rising attack may even not be enough if uou've hit with the first frame. Same concept as meaty attack allowing different combos in 2D games.

I'll try that tomorrow in Dojo mode, Sebo.

The Basara works like a charme after intercepting a rising attack with the Knee.

Chibitox already stated how knee-> basara works but I just want to mention that danny13 mentioned it first in the Goh Black Book combo thread over a year ago.

He has the CPU set to wake up with a rising attack which Goh interrupts with a well timed knee to give the crumple state.

Look at the end of the clip and you will see that the combo meter is at 4 showing its a true combo. It works because he hits with the knee in the last 2 active frames.
