The Koreans play at that handicap too. They used to do it on Tag and T5 Dr. The Japanese however do not.

I've never really liked the fact people that two scenes play with two different settings.

 

So what? Their tournament, their rules. And no, this certainly doesnt change the game as much as those 9 rounds in VF..

110% are supposed to be used in all qualifier tourneys as well as the grand final. Feel free to take a look at the official rules published at their site.
