Alisa does not lose to poke characters when she has that backdash and that sidestep.

Um yeah she does. But strong poke characters like Lee, Law, Nina, and Lars for example.
I wouldn't consider Bruce a strong poke character because he doesn't have quick pokes that give him a good adv on block/hit or keep him safe. And since Steve doesn't have the best punish moves its kinda hard for him to take advantage on Alisa whiffing. Plus he needs to be at really close range to use effective pokes. That’s perfect for Alisa to beat him, so no shock why Steve can lose to her.

Couple top Korean players Knee and Nin were interviewed in the recent Damagermany tournament, heres their tops:

    Knees top6:
Steve, DVJ, Bryan, Law, Lars, Alisa,

    Nin's top8:
Bryan, Steve, Devil Jin, Lili, King, Nina, Alisa, Lars.
    (possibly Law included?)
(Nin seems to rate King high due to personal reasons)

This is apparently the tierlist in Japan, but I dont know where this is from, it was posted at Arctic Charge.
