To find out exactly what Akira is limited to in regards to reversals, you'll find this information explicitly stated in Akira's command list on VFDC, under the Reversals section. For example, you'll see entries for:

    Haihorichou
    (left SK) [1][P][+][K]

    Tanyokuchou
    (right SK) [1][P][+][K]

... which just say that Akira can reverse any kick that's of Sidekick (SK) class. In case you're wondering why there are separate entries for the left and right SK, it's because you often get a different animation if it's the right or left leg being reversed.

And as already mentioned, any time the opponent is knocked down in the face up head towards position, their mid rising kick will be SK class which Akira can reverse.

When Manji mentioned that Akira is limited to single-limbed attacks, this isn't entirely true since Akira can't reverse any full-circular attack even though it's single limbed. He probably should have said that Akira can only reverse non-full circular single limbed attacks. But anyway, the complete list of what he can (and hence can't) reverse is available on the command lists.

Am I wrong to think this is a okizeme reversal strategy for Akira?</div></div>
Not at all, and I applaud you for bringing this up! It's unfortunate that a lot of contributions, pet-projects, etc, tend to fall on the way-side and are never completed (I'm guilty of this too). This is a perfectly valid okizeme strategy, but as you noted earlier through your own playing experience, sometimes the risk isn't worth the reward.

Anyway, it's good to know that people are still exploring this game. Often a lot of knowledge is known collectively but rarely captured or documented for others to benefit from.

Actually, Akira can reverse linear or half-circular single-limbed attacks. That's why he can catch the mid-riser after [P]+[G]

The opponents position on the ground BEFORE a rising attack determines what that riser will be (full circular, half circular, etc.).
